Economics, Not Discrimination, Cited in Concentration of Blacks in Tract

BALTIMORE - The population of Census Tract 1703 has dropped sharply in the last decade, and the residents who remain are overwhelmingly African-Americans. The tract has the highest concentration of blacks in the state, the 2000 census shows. From Martin Luther King Jr. Boulevard and Franklin Street, Tract 1703 is bounded by Franklin Street on the south, North Fremont Avenue on the west, West Lafayette Avenue on the north and Pennsylvania Avenue and MLK on the east.
