Targeting of Long-Term Welfare Families Slows Growth of
'Hardship'

WASHINGTON - The number of "hardship" families who continue to collect
welfare after they have passed the federal government's 60-month limit
for cash assistance has increased since the first group missed the Jan. 1
deadline. But the increase has slowed, in part due to an aggressive
Baltimore program to remove obstacles -- such as lack of child care,
limited education and domestic violence -- that keep long-term aid
recipients from moving from welfare to work.
