Gifts Reported by Legislators in 1994

by Capital News Service
Sunday, April 21, 1996

Here are some of the items, large and small, reported as gifts by Maryland legislators on their 1994 disclosure forms:

Allergy shots. Del. Carol Petzold received them every two weeks during the 1994 session. Petzold provided the serum, and a physician in the First Aid room of the State House administered the shot. Her colleagues "would never dream of putting this on their forms," she said, even though some of them get the same medical service during the session. Petzold considered this a gift because, to her, it is "priceless."

Tickets to other lawmakers' fundraisers. Del. Pauline Menes D-Prince George's, reported receiving a complimentary ticket to the Albert Wynn for Congress Crabfest. Menes and Del. Anita Stup, D-Washington, counted as gifts their tickets to a fundraiser for House Speaker Casper R. Taylor Jr., D-Allegany.

Room and board. Sen. Walter Baker, D-Cecil, and Delegates Anne Healey, D-Prince George's, and Gerald R. Curran, D- Baltimore, all were put up in Ocean City for conferences, courtesy of such organizations as the Maryland Motor Truck Association and the Maryland/Washington, D.C. Vending Association.

Miscellany. Sen. Jennie Forehand, D-Montgomery, reported such odd items as an egg timer ("I can't even remember who that came from"), candy, and some film. Forehand noted that in past years interest groups have given her small gifts such as a pine seedling, T-shirts and paper dolls.

Booze. Del. Robert Baldwin, R-Anne Arundel, reported getting a gallon of Chivas Regal from E.L. Gardner, a concrete company. "I've been getting that for the last 20 years," Baldwin said, noting that he lists the bottle of liquor on his form "to be on the safe side."

Blooms. Sen. Jean W. Roesser, R-Montgomery, reported getting flowers from lobbyist Bruce Bereano. She said he sent them to each woman legislator on the session's first day.

Waivers. Sen. Donald F. Munson, R-Washington, did not pay an annual fee on his American Express card, courtesy of American Express and the Council on State Government.

Schooling. Sen. Christopher McCabe, R-Howard, attended a continuing education seminar for "emerging government leaders." His $1,700 bill was paid by Seagram's, among others.

Entertainment. Ringling Brothers gave circus tickets to Del. K. Bennett Bozman, D-Somerset, and Sen. Christopher McCabe, R- Howard. Sen. Barbara Hoffman, D-Baltimore, got movie tickets from Loew's Cinemas.
