The House of Delegates effectively kills a bill that would legalize same-sex marriage by sending the measure back to committee.
The House debates and rejects four amendments, including one to guarantee a referendum on the bill in 2012.
The bill smoothly passes the Senate, but is thrown off course when two House Judiciary Committee members and bill co-sponsors do not show up for a voting session.
